Paddington BID was established following a successful
ballot of more than 350 businesses across 36 streets in the Paddington
area in February 2005. The BID went live on 1 April 2005 and works to
create a cleaner, more attractive, safer and better marketed Paddington.

What does Paddington
BID do?
Paddington
BID will raise over £1.6 million to spend in Paddington. It delivers
projects which bring more customers to the area and encourages tourists
to stay and spend their money in the area. It will re-position Paddington
as a leisure destination and eating-out quarter, surrounded by a strong
commercial and residential environment. Whilst the BID is about creating
a step change in people's perceptions of Paddington it is also about creating
a strong business voice for the area.
Since April 2005 the BID has:
- served businesses through its dedicated police Community Safety Team;
- produced a new guide to restaurants, shops, hotels and services in
the area called IN PADDINGTON;
- rolled out a free summer guided walks programme for tourists and all
who live and work in Paddington;
- offered dedicated support to businesses with their rates revaluations
and rent reviews;
- delivered a third What's Your Flavour? food and music festival from
1 to 31 August;
- undertaken consultation with businesses on the extension of the congestion
charge zone at Paddington;
- brought businesses in the BID area together to petition Parliament
in respect of the Crossrail Bill;
- introduced CCTV;
- installed an area notice-boards and directories to assist visitors
in locating hotels, restaurants, shops and other businesses in the area;
- produced a planning guide for businesses covering all planning issues
in the Paddington BID area.
Plans
for the future include:
- increasing the coverage of anti-graffiti and fly-posting treatment
of street furniture;
- extending greening schemes across the area;
- improvements to gardens and railings in Talbot Square and Sussex Gardens;
Who pays for the BID?
The
BID is funded through a small levy on all businesses with a rateable value
of more than £5,000 (based on the 2000 Ratings List). For hotels
a 1.5% charge is made, for all other businesses a 2% charge. The BID levy
is a daily charge, which means that refunds are available to any businesses
leaving the BID area.
The levy is collected by Westminster City Council and passed directly
to the BID. This raises approximately £320,000 each year. It also
attracts additional voluntary contributions from companies and landowners
in the area who support the BID's objectives and wish to become involved.
These amount to another £70,000 each year.
How long will the BID last?
Paddington BID will last initially for four years,
from 1 April 2005. In order for the BID to continue beyond March 2009
a Renewal Ballot must be held. Businesses in the BID area will be asked
to vote on renewal proposals.
Who runs Paddington BID?
Paddington BID is overseen by a Board of Directors
drawn from the local area. The Board has four sub groups: Marketing, Environment
& Planning, Security and Finance & Legal. The BID Board has entered
into a contract with Paddington Waterside Partnership to run the BID's
services and projects.
How can I get involved?
To become more involved in BID projects and services
local businesses can simply join the BID Company by filling out a pre-paid
card. Company membership incurs no financial liability in excess of the
BID levy and ensures that you are able to participate in decision-making
through the BID's sub groups and have a vote at the Company Annual General
Meeting (AGM).
